如果电池盖很紧，无法用指甲等人自身的条件打开，而必须通过硬币等工具才能打开，则满足这一条中：“The batteries of toys intended for children under 3 years old shall not be removable without the aid of a tool” 的要求。可以认为是pass的。

若电池盖是用工具锁紧的,则不能用指甲打开;
0 t" z  U7 ?0 E0 K+ O) G( q" u2 W- H若电池盖用工具打开后,可用指甲拧紧(稍微紧),电池盖也展现出稳定工作的一面,但是可用指甲拧开?

这样的设计本意是需要工具打开的。所以该玩具是需要用工具打开的。即使用指甲可以打开，测试时都是认为用工具。
